It aims at protecting the environment and preventing environmental damages caused to natural resources with the fewest environmental impacts, according to provisions of art. 2 of the Constitution. Its purpose is to protect the environment, prevent ecological imbalance, ensure minimal adverse impacts on the environment from the use of natural resources, and regulate relations that may arise in connection with the assessment of environmental impacts of and approval decisions on regional and sectorial policies, development programs and plans and projects. The Law takes into consideration other laws and regulations related to environmental sector, and complies with the provisions of related international treaties. This Act is divided as follows: General provisions (Chap. I); Environmental Impact Assessment content and procedures (Chap. II); EIA participants' rights and obligations (Chap.
