The Law defines the following relevant terms: micro enterprise; small enterprise; medium enterprise; large enterprise; business world; empowerment; development; funding; partnership. Micro, small, and medium enterprises comply with the following principles: economic democracy, justice efficiency, sustainability, environment friendly and aim at developing their business in order to improve national economy. Matters covered by this Law concern: principles and purposes of empowerment, including: development of local potentials and market-oriented business, improving the enterprises’ roles in the regional development, creating job opportunities, income distribution, economic growth, and poverty alleviation; definition of criteria and governmental conditions to realise empowerment, including trade promotion, incentives for environmental preservation; business development and intellectual property rights; funding and partnership; administrative sanctions and criminal provisions.
