Résumé

This Law consisting of 12 articles aims at: regulating the establishment of modern agricultural villages; regulating rent contracts for the houses built by the Ministry in the modern villages; taking advantage of agricultural experts and local workforce and use them in accordance with the advanced scientific principles; reducing the unemployment rate; achieving food security; and increasing green areas, combating desertification and improving the environment. The farming contract will last for 15 years if specific conditions are met. Main functions of the Ministry of Agriculture to achieve these objectives shall be: allocate agricultural land and cooperate with the competent authorities to provide water quota; modernize techniques and means of production and irrigation systems; and facilitate access to agricultural financial loans for those who are covered by the provisions of this Law. High level graduates and non-beneficiaries of agricultural land and houses in the past shall be privileged beneficiaries.
