Résumé This Law establishes the bases for determining the productivity and breeding value of farm animals, for the provision of services in the field of animal breeding for farming, for the preservation and improvement of the genetic resources of farm animals, and the care of breeding animals. It shall be applicable to the following species - cattle, swine, sheep, goats and horses. As regards breeding other animals, this Law shall be applicable to the extent that the aforesaid species are not regulated by specific legislative acts. The state supports the breeding of farm animals in accordance with the strategic planning documents approved by the Government or its authorized institution. The authorized state institution in the sphere of animal breeding can approve several breeding programs for the same breed, which would include different livestock. Genetic evaluation is performed to determine the breeding value of farm animals using: (a) individual and/or progeny productivity, exterior, genomic research data contained in the breeding animal information system of breeding animals; and (b) the data of the productivity and herd book value of other countries, provided that they are conforming to the level specified by the authorized state institution in the sphere of animal breeding and can be compared with the data obtained by breeding organizations. The genetic evaluation of reproductive material shall be performed throughout the period of their use or on the market for the delivery of their semen as long as their offspring remain alive. Pedigree herd books shall be kept for each breed of farm animals individually. A single animal herd book shall be kept for each single farm animal. The following breeding services shall require issuance of permit: (a) insemination of farm animals; (b) collection of semen from commercial animals; (c) the trade of semen of farmed animals; (d) collection of embryos of farm animals; (e) production of farm animal embryos; (f) storage of embryos of farmed animals; (g) transplantation of farm animal embryos; (h) collection of ova of farm animals; (i) storage of ova of farm animals; (j) mating of farm animals; (k) research on productivity of dairy cattle; (l) research on the productivity of dairy sheep; (m) research on the productivity of dairy goats; (n) studies of productivity of cattle breeds of beef cattle; (o) productivity tests for sheep meat; (p) studies on the productivity of goats; (r) swine productivity studies; (s) evaluation of selection of farm animals; and (t) horses working capacity testing. The holder of the authorization must: (a) comply with technological procedures when providing breeding services; (b) comply with the provisions of this Law, the Veterinary Law of the Republic of Lithuania and the Certificate of Insemination of Agricultural Animals, and the requirements regulating reproductive sperm dosages, production and transplantation of embryos, and the accounting rules for the incineration of farm animals approved by the law of the Republic of Lithuania and the Government of the Republic, and the requirements for providing the breeding services referred to in Paragraphs 1 to 10 of this Law; (c) continuously improve the qualifications, from the time of receipt of the permit, by attending at least 8 hours qualification improvement courses during each of the next three years; (d) in the provision of the breeding service specified in clause 1) of this Law, if the data specified in the declaration have changed, to notify the governmental authority; and (e) enable the government authority to verify and evaluate the performed activities. Farm animal genetic resources shall be selected, evaluated, collected, stored and used by the authorized government institution.
