Résumé

This Law establishes the competence of state and municipal institutions in ensuring the welfare and protection of animals as sentient beings, the duties of natural and legal persons, other organizations and branches thereof in the field of animal protection and welfare, welfare and protection of unattended animals, measures for the reduction of population of stray animals, requirements for the humane treatment of animals in order to protect animals from ill-treatment, torture and other adverse effects and to ensure human safety. Animal shall be intended any domesticated or wild animal of any species, including farm animals and pet animals. Animal protection shall be intended measures to ensure animal welfare. Animal welfare shall be intended optimal satisfaction of the physiological and ethological needs of animals. Farm animal means an animal kept or bred for human consumption, fur, for medicines and other products, for labor and other farming purposes. The government or an institution authorized by it shall: (a) coordinate the development of state strategies and programs for the welfare and protection of animals and approve them; (b) conclude international agreements on the welfare and protection of animals and ensure their implementation in accordance with the procedure established by law; (c) establish the registration of places for the keeping of farm animals and the number of farm animals kept therein, animal accounting and marking procedure; (d) perform other functions established by law. The Ministry of the Environment or its authorized institutions shall: (a) formulate the state policy in the field of welfare and protection of wild animals in accordance with its competence, assist the authorized institutions in its implementation; (b) approve the rules for hunting in the territory of the Republic of Lithuania, which establish the list of species of wild fauna species subject for hunting (game) and the terms for hunting of these wild fauna species; prohibited and authorized hunting methods and the terms of their application, prohibited and authorized use of tools and other hunting requirements; (c) inform and advise interested parties regarding the welfare and protection of wild animals; and (d) perform other functions established by legal acts. The Ministry of Agriculture or its authorized institutions shall: (a) formulate the state policy in the field of welfare and protection of farm animals and pets, entrust it to the institutions authorized for its implementation, organize, coordinate and control the implementation thereof; (b) inform and consult interested parties regarding farm animals, animal welfare and protection; (c) establish the procedure for the marking and registration of cats, dogs and ferrets and other pet animals; and (d) perform other functions established by legal acts. The Ministry of Interior or the institutions authorized thereby shall ensure, in accordance with their competence, that the requirements for the keeping of animals are complied with. Slaughtering of animals without stunning, except in cases provided for by legal acts, shall be prohibited and shall be considered cruel treatment or torture of animals. Animals of individual species must be registered and marked in accordance with the requirements of the legislation governing the registration and marking of animals. Only veterinarians shall have the right to operate, treat animals or perform other veterinary procedures on animals, unless otherwise provided by law. Only animals bred specifically for those purposes may be used for experimental and other scientific purposes, except where provided for by law. Animal testing shall be prohibited if the required objectives can be achieved by alternative scientific methods. Livestock shall be kept in slaughterhouses, stunned and slaughtered in accordance with requirements of the legislation on the protection of animals for slaughter.
