This Law enters into force on 1 January 2013.
Résumé

The scope of this Law is to prevent and combat discrimination, as well as to ensure equal rights to all persons under the jurisdiction of the Republic of Moldova in political, economic, social, cultural and other spheres of life, regardless of race, color, national, ethnic and social origin, social status, nationality, language, religion or belief, age, gender, gender identity, marital status, sexual orientation, disability, health status, HIV status, opinions, political affiliation, property, birth, or any other characteristic. Discrimination shall be intended any difference, exclusion, restriction or preference in the rights and freedoms, legitimate interests and advantages of a person or group of persons, and also support discriminatory behavior based on real or supposed protected characteristics provided for by this Law, except cases where such are objectively and reasonably justified by a legitimate purpose, and the means of achievement of this goal is proportionate, appropriate and necessary. Subjects in the field of discrimination are physical and legal persons of the public and private sphere. Serious forms of discrimination are: (a) promotion or implementation of discrimination by public authorities; (b) supporting discrimination through the media; (c) posting discriminatory messages and symbols in public places; (d) discrimination against persons on two or more grounds; (f) discrimination committed by two or more persons; (f) ongoing or persistent discrimination; (g) discrimination committed against a group of persons; and (h) racial segregation. Any form of discrimination is prohibited. Promotion of policy or carrying out actions or inactions that violate the equality of rights of persons must be eliminated by the competent public authorities and punished in accordance with the law. Discriminatory actions are subject to disciplinary, civil -legal, tortious and criminal liability in accordance with current legislation. This Law contains V Chapters divided into 23 Articles. Chapter I lays down general provisions. Chapter II lays down special provisions. Chapter III establishes institutional warning mechanism and combating discrimination and ensuring equality. Chapter IV establishes liability for discriminatory actions. Chapter V lays down final provisions.
