Résumé This Law establishes special programs for the support of municipal environmental protection and the procedure for their performance. The purpose of the specific program is to finance environmental protection activities carried out by municipalities. The funds of the special program shall be accumulated in a separate municipal budget account. Revenues and expenditures for financing the program are planned in the municipal budget in accordance with the procedure established by the municipal councils. The measures of the special program shall be approved by the municipal council. Sources of funding for the specific program: (a) taxes of legal and natural persons, paid in the proportions and in accordance with the procedure established by law, for the emission of pollutants into the environment; (b) fees for users of hunting grounds and game resources; (c) taxes and fines paid by legal and natural persons in the in accordance with the procedure established by law for hydrocarbon resources and use of natural resources; (d) compensation for replacement of greenery; (e) voluntary contributions of legal and natural persons; and (f) other legally received funds. Funds shall be used for the following specific programs: (a) quality improvement and monitoring of environment, waste management and public environmental education; (b) municipal health support programs; (c) financial support to owners of land authorized for hunting; and (d) planting and management of public greenery.
