The Law enters into force on the date of its official publication.
Résumé

This Law regulates relations regarding cultivation, production, trade, storage, transportation, import and consumption of tobacco and establishes the state control thereof. The Act consists of four Chapters divided into 34 Articles: (1) general provisions; (2) composition, quality and labelling requirements; (3) the state legal regulation of tobacco; and (4) liability. The term tobacco shall be used as regard Nicotiana tabacum plant species either genetically modified or not and tobacco containing products. The principles of the state policy of tobacco control shall be: (a) ensuring citizens’ rights to environment without tobacco smoke; (b) prohibition to use public finances for the promotion of tobacco cultivation, import and export of tobaccos; (c) public information on tobacco consumption hazards and risks; and (d) tobacco monitoring. Contents and quality of cigarettes must comply with the following requirements per cigarette: (a) tar must not exceed 10 milligrams; (b) nicotine must not exceed 1 milligram; and (c) carbon oxide must not exceed 10 milligrams. Supervision over the compliance of labelling, contents and quality of tobaccos with the requirements established by law shall be carried out by the authorized government body. Labelling of tobaccos must not mislead the consumer as regards health risks and it shall be prohibited to use such inscriptions as «low tar», «light», «extra light», «soft» and similar on tobacco packages. Each tobacco package shall bear inscription in Lithuanian warning of health hazards. Tobacco cultivation, manufacturing and trade of tobaccos shall be licensed except for tobacco cultivation for personal consumption on the plot of land up to 100 square metres. Licences shall be open-ended. Trade of chewing tobacco and snuff shall be prohibited.
