The principles of the state regulation of activities in seaports are listed in Article 8, including safety of human life and health, prevention of environmental pollution, state control over the import and export of fish products and processed products of aquatic resources, and conservation and rational use of water bodies. The customs, phytosanitary, veterinary, sanitary and radiation control shall be carried out at the ports in accordance with the relevant laws regulating these areas. Moreover, the operators of marine terminals, owners of port infrastructure facilities, ship captains, and other persons operating in the port shall take measures to prevent pollution of the port area against industrial and consumer wastes, oil pollution, and other substances which are dangerous and harmful to human health and the environment.
