This text entered into force on 1 March 2000.
Résumé

This Law regulates the right of the state to expropriate or temporarily use for public interest the assets of private natural or legal persons, as well as the protection of the rights and interests of the respective owners. Private natural and legal persons have the right to respect the assets they own. The expropriation of private property assets is done only for public interest, in the conditions when the public interest prevails against the private interests of their owners, in accordance with the conditions provided by the law and the general principles of international law. The right of expropriation and temporary use of private property is exercised for a public interest that cannot be realized or protected in any other way, except for the reasons and in compliance with the procedures expressly defined in this law, in to the extent necessary for the realization of the purpose of expropriation and in any case against a fair reward.
