Résumé This Law establishes legal, economic and social conditions for ensuring sanitary and epidemiological well-being of the population, realization and protection of the right of citizens to clean and healthy environment. The scope of the national sanitary legislation shall be protection, conservation and improvement of public health. Sanitary and epidemiological well-being of the population shall be ensured through: (a) elaboration, validation and implementation of state, regional and specific programs for improvement of natural habitats of human beings; (b) socio-hygienic monitoring; and (c) sanitary protection of the national territory. Article 4 shall be amended to add the following wording: “Rights and obligations to ensure the sanitary and epidemiological welfare of the population arise: (a) from administrative acts of sanitary supervision bodies; (b) as a result of causing damage (harm) to the life or health of citizens; (c) due to events with which the law connects the onset of changes or termination of relations regulated by this Code; and (d) due to other actions of legal entities and natural persons”. Article 10 shall be amended to add the following wording: “Bodies and institutions of the State Sanitary and Epidemiological Service of the Ministry of Health and Medical Industry of Turkmenistan in the relevant territory: (a) carry out state sanitary supervision and control over compliance with the sanitary legislation of Turkmenistan, the implementation of sanitary and hygienic, sanitary and anti-epidemic and anti-radiation measures; (b) coordinate the activities of departmental sanitary and epidemiological services; (c) interact with other state bodies exercising control in terms of ensuring the sanitary and epidemiological welfare of the population; (d) carry out social and hygienic monitoring; (e) organize the implementation of measures to prevent and eliminate infectious and parasitic diseases; (f) exercise state supervision over the quality and safety of food products, food packaging materials; (g) carry out certification of certain types of products, foodstuffs, materials for food packaging; and (h) carry out work on disinfection, disinsection and deratization in the foci of infectious diseases, as well as in territories and premises where there are and remain conditions for the occurrence or spread of infectious diseases.” Texte intégral Russe Site web www.minjust.gov.tm
