The King may issue Regulations on the application of the Law to marine species, plants and genetic material that are included as part of those activities. Resources shall be governed exclusively by the Norwegian state in accordance with this Law. Areas of the Continental shelf may be opened to mining by decision of the Cabinet of Ministers after an impact assessment is carried out. Mineral activities must not unnecessarily or unduly impede or hinder shipping, fishing, aviation or any other activity or cause damage or danger of damage to pipelines, cables or other subsea facilities. All reasonable measures shall be taken to avoid damage to the natural diversity of the sea or cultural heritage on the seabed and to avoid pollution and litter. Fishing may be carried out in safety zones based on a Rule of the Ministry. The Law also concerns compensation to Norwegian fishermen for loss of fishing opportunities or due to pollution (as defined by the Pollution Law) or other activities related to mining.
