Article 15 shall be amended to add the following wording: “Article 15. Fisheries for scientific and control purposes. Fisheries for scientific and control purposes shall be carried out at any time of the year, including the period of prohibition of fisheries, at any place in accordance with the programs/plans agreed upon with the Ministry of Education, Culture and Research, and on the basis of special permits issued by the issuing authority. In order to obtain fishing permits for scientific and control purposes, institutions that carry out scientific research shall submit to the issuing authority the following documents: (a) a statement containing the identification data of the institution that conducts the research (legal address, contact details); (b) an extract from the scientific research plan, which includes a list of responsible research associates, indicating the approved research topics, the timing and scope of the study, the list of personnel involved in fisheries, and the tools and methods used for catching; (c) data on the number of each species of living aquatic organisms requested for the catch with the justification for such quantity. Permits for fisheries for scientific and control purposes shall be issued for one calendar year. The issuing authority shall suspend the fishing authorization for scientific and control purposes in the event of failure by the holder to comply with the provisions of the current legislation and the special conditions provided for in the permit”. Article 16 shall be amended to add the following wording: “Owners or managers of waterbodies destined for artisanal, sport and recreational fishing must indicate the well-visible panels installed at the entrance to the territory for sport, artisanal and recreational fishing, information on the period and conditions of fishing, the amount of payment for fishing, the contact details of the responsible person(s) and a copy of the veterinary and sanitary permit for activities”. Article 19 shall be amended to add the following wording: “By derogation from the provisions of paragraph (1) for the restoration, breeding, acclimatization, distribution, reproduction and improvement of aquatic biological resources, for scientific research, the use of animals for cultural and educational purposes (zoological expositions, aquariums, etc.), and in cases of their mass disease (epizootics) shall be authorized catch of protected species listed in the Red Book of the Republic of Moldova on the basis of a special permit issued by the issuing authority, in accordance with scientific motivation presented by the Academy of Sciences of Moldova, other specialized scientific institutions and coordinated with the Ichthyological Council”. Article 20 shall be amended to add the following wording: “Article 20. Quotas for commercial fisheries. To preserve aquatic biological resources and ensure their reproduction, the issuing authority, at the suggestion of the Ichthyological Council, approves the quotas for commercial fisheries, determined annually for each natural fishery waterbody (site) on the basis of scientific research and ichthyological observations conducted by profile research institutions”.
