Résumé This Law, consisting of 21 articles divided into six Chapters, creates the State Policy on Climate Change and to Fight against Poverty (PEMCP) establishes its concepts, principles, objectives, guidelines, instruments and strategies. This Policy aims to ensure the population and the public authorities the stabilization of concentrations of greenhouse gases in the atmosphere at a level that prevents dangerous anthropic interference in the climate system and ensure that food production is not threatened, enabling economic development to proceed in a sustainable manner. PEMCP has the following specific objectives: compatibility of socio-economic development with the protection of the climate system; reduction of anthropic emissions of greenhouse gases in relation to their different sources; encouraging the development, use and exchange of environmentally responsible practices and the cleanest technologies available; strengthening reforestation and recovery actions in degraded areas or any type of anthropic removals by greenhouse gas sinks in the state territory; implementation of measures to promote adaptation to climate change by the state and its municipalities, with the participation and collaboration of the interested social economic agents, in particular those especially vulnerable to their diverse effects; preservation, conservation and recovery of environmental resources, with particular attention to natural biomes such as caatinga, cerrado or any other biomes considered as Natural State Heritage; consolidation of legally protected areas and reforestation and restoration of vegetation cover in degraded areas; support to the development of the Brazilian Reduction and Emissions Market (MBRE), through public and private state actions of mitigation and GHG removal.
