Résumé This Law regulates legal relations arising in the field of civil protection of the population and the territory of the Kyrgyz Republic in emergency situations in peacetime and wartime. All citizens of the Kyrgyz Republic, foreign citizens and stateless persons residing on the territory of the Kyrgyz Republic regardless of the time of their stay are subject to protection from emergency situations. Civil protection is an integral part of the system of national measures to prepare for and protect the population, material and cultural property and the territory of the Kyrgyz Republic from emergencies in times of peace and war. This Law classifies emergency situations, natural disasters and risks, monitoring and forecasting thereof. The system of civil protection shall perform collection, processing, exchange of information and data related to emergency situations, disasters and risks. This Law contains 8 Chapters divided into 24 Articles. Chapter 1 lays down general provisions. Chapter 2 establishes powers of the Government of the Kyrgyz Republic and the authorized state body in the field of civil protection, responsibilities of ministries, state committees and administrative agencies, authorized representatives of the Government in the provinces, local state administrations, local self-government bodies and organizations, rights and responsibilities of the population in the field of civil protection. Chapter 3 regards managing bodies of civil protection, commission on civil protection and Civil Protection Service. Chapter 4 regards means of civil protection. Chapter 5 regards prevention of emergency situations and mitigation of the consequences thereof. Chapter 6 regards state expertise, supervision and control in the field of civil protection. Chapter 7 regards international cooperation and international agreements in the field of civil protection. Chapter 8 regards financing in the field of civil protection.
