Résumé State ecological audit is a kind of expert activity carried out by the authorized institution and expert divisions that is based upon scientific, socio-ecological research, analysis and assessment of projects, programs leading to their compliance with regulations and requirements of rational nature management and ecological safety of the population (art. 1). State ecological audit is compulsory as regards investments, economic and other activities connected with the transformation of environment (art.3). The main tasks of state ecological audit are: 1) prevention of the possible negative impact upon environment, its components, living conditions of the population and public health of the projected economic activity; 2) assessment of the level of ecological danger of the projected economic activity and of the projects under way; 3) assessment of compliance of the projected economic activities with the provisions of the environmental legislation (art. 4). The principles of state ecological audit are: 1) ensuring conservation of environmental quality; 2) balance of ecological, economic and social interests; 3) objectivity and scientific substantiation of state ecological audit; 4) compliance wit the provisions of international agreements on state ecological audit (art. 5). The terms of state ecological audit must not exceed three months for the complex and ecologically hazardous objects and one month for all the other objects (art. 14). The findings of state ecological audit are compulsory for the customers and the performers of the objects submitted to state ecological audit (art. 15).
