Résumé This Law establishes the State Policy for Incentives of Livestock for Milk production in the State of Amazonas. This State Policy, covering the breeding of bovine bubalina, sheep and goat species, will be formulated and executed with the following objectives: guarantee the sustainably supply milk and its derivatives, to supply the state market and generate exportable surpluses; ensure access to milk by consumers, especially low-income consumers, under appropriate conditions, promoting increased consumption of these products; ensure the improvement of quality product offered to the consumer; increase the systemic competitiveness in the sector, encouraging the cooperation between producers and other agents that are part of the productive chain; ensure the improvement of producers' incomes, especially through instruments that allow greater aggregation of value to products; promote farmers' training and their access to genetic improvement, sanitary control and technological innovation that is energy-saving and not degrading the natural environment; and reduce the informal trade in milk and milk products and tax evasion. The State Policy will be planned and managed in a decentralized manner and with broad participation of the entities representative of the agents that operate in the dairy and milk products production chain.
