Résumé This Law determines the legal and organizational framework for the activities of bodies and divisions for emergency situations of the Republic of Belarus, establishes the duties and rights of bodies and units for emergency situations and their employees, guarantees of legal and social protection of employees of bodies and divisions for emergencies and their families. Bodies and subdivisions for emergency situations carry out activities in the field of prevention and liquidation of emergency situations of natural and technogenic nature, civil defense and fire safety, as well as other activities in accordance with this Law, other laws and decrees of the President of the Republic of Belarus. The main tasks of bodies and subdivisions for emergency situations are: (a) organization of measures for liquidation of emergency situations and participation in liquidation of emergency situations; (b) participation in the implementation of state policy in the field of prevention and elimination of emergency situations, civil defense and fire safety; (c) organization and participation within their competence in ensuring the functioning of state systems for the prevention and liquidation of emergency situations, civil defense and fire safety, systems of monitoring and forecasting of emergency situations; (d) coordination within its competence of the activities of state bodies, other organizations in the field of prevention and liquidation of emergency situations, civil defense and fire safety; (e) civil defense management; (f) organization and implementation, within its competence, of proceedings for administrative and criminal cases; and (g) performance of other tasks in accordance with the laws and decrees of the President of the Republic of Belarus. This Law contains 10 Chapters divided into 43 Articles. Chapter 1 lays down general provisions. Chapter 2 establishes powers of the President of the Republic of Belarus and state bodies in the field of activities of bodies and subdivisions for emergency situations of the Republic of Belarus. Chapter 3 regards the system of bodies and subdivisions for emergency situations of the Republic of Belarus and management thereof. Chapter 4 establishes obligations and rights of bodies and subdivisions for emergency situations of the Republic of Belarus. Chapter 5 regards use of physical force, carrying, keeping, use and employment of weapons by employees of bodies and subdivisions for emergency situations of the Republic of Belarus. Chapter 6 regards recruitment of staff for bodies and subdivisions for emergency situations of the Republic of Belarus and service therein. Chapter 7 establishes guarantees of legal and social protection of staff of bodies and subdivisions for emergency situations of the Republic of Belarus. Chapter 8 regards financial, logistic and other support of bodies and subdivisions for emergency situations of the Republic of Belarus. Chapter 9 establishes control and supervision over the functioning of bodies and subdivisions for emergency situations of the Republic of Belarus and also establishes liability of staff of bodies and subdivisions for emergency situations of the Republic of Belarus.
