Entry into force notes
This Law enters into force twelve months after the date of its official publication.
Résumé

This Law establishes legal grounds for land reclamation and is aimed at maintenance of optimal soil conditions for crops, forests, vegetation and water systems, and also ensuring efficient management of land reclamation systems and waterworks. The Act consists of 8 Sections divided into 35 articles: (1) general provisions; (2) state regulation and management in the sphere of land reclamation; (3) types and modes of land reclamation; (4) modalities of carrying out land reclamation; (5) registration and monitoring of reclaimed land, land reclamation facilities and waterworks; (6) standardization and state supervision; (7) liability and dispute settlement; and (8) conclusive provisions. Land reclamation shall be based on the following principles: (a) state regulation; (b) state registration of land reclamation systems and waterworks; (c) state supervision; (d) ecological safety; (e) scientific, technical, economic and ecological substantiation of land reclamation arrangements; (f) use of advanced technologies; (g) conservation and rational use of peat soil of agricultural land; (h) conservation and improvement of soil fertility and soil productivity; (j) respect of the rights of land reclamation systems users; and (k) participation of citizens in decision-making related to land reclamation.
