Résumé This Law regulates chemical manufacturing to ensure its safety for human health and life and the environment. Chemicals shall be classified by degree of hazard. The Law shall not apply to: (a) mineral deposits; (b) pharmaceuticals; (c) radioactive substances or radioactive waste; (d) foodstuffs; or (e) commodities that conserve chemical compositions and aggregate states and do not emit concentrated hazardous chemical substances. Chemicals shall be classified as posing a risk of: (a) fire; (b) explosion; (c) corrosion; or (d) toxicity. The Act consists of five sections: (1) general provisions; (2) state regulation; (3) rights and obligations of manufacturers, suppliers and importers of chemicals; (4) safety requirements for chemicals; and (5) final and transitional provisions. Chemicals must pass state registration, and the sale of unregistered chemicals shall be prohibited. The safety of chemicals shall be ensured by means of: (a) requiring their compliance with safety requirements; (b) inspection; and (c) ecological, sanitary, epidemiological and toxicological certification.
