Résumé This Law defines the legal and organizational principles for ensuring the safety of materials and objects intended for contact with foodstuffs, in order to ensure the protection of human life and health, as well as other rights and interests of consumers. It regulates relations dealing with the manufacturing, circulation and use of materials and objects that, in a ready-to-use state, meet at least one of the following criteria: (a) intended for contact with foodstuffs; (b) are in contact with food products and were intended for this purpose; and (c) it is reasonably expected that they will come into contact with foodstuffs or transfer their constituent elements into foodstuffs under normal or foreseeable conditions of their use. The production of materials and items is carried out in compliance with the requirements of good manufacturing practice (GMP). Materials and objects under normal or reasonably foreseeable conditions of use should not transfer their constituent elements into foodstuffs in quantities that can: (a) harm human health; (b) cause unacceptable changes in the composition of the foodstuffs; and (c) cause deterioration of the organoleptic properties of the foodstuffs. Materials and objects made of recycled plastic may be in circulation only if they are produced (in whole or in part) from recycled plastic obtained through a state registered plastic recycling process. The objects of state registration are: (a) substances used in the production of materials and objects, including substances that are included in active materials and objects and/or materials covered by intellectual property rights; and (b) plastic processing processes that were used and reused in the production of materials and objects.
