Résumé The scope of this Law shall be to ensure protection of man and the environment from the harmful effects of radioactive waste at present and in the future. The law is applicable to all radioactive waste activities. The Law consists of XII Sections. Section I lays down general provisions. Section II establishes the competence of state bodies in the sphere of radioactive waste management. Section III deals with state regulation in the sphere of radioactive waste management. Section IV specifies state bodies in the sphere of radioactive waste management. Section V establishes the duties of legal and natural persons in the sphere of radioactive waste management. Section VI deals with state registration of radioactive waste. Section VII sets forth the procedure for radioactive waste management. Section VIII sets forth the procedure for location, design, construction and putting in operation of the facilities for radioactive waste management. Section IX establishes legal status of territories destined for storage of radioactive waste and sites destined for radioactive waste management. Section X defines social aspects of state policy in the sphere of radioactive waste management. Section XI establishes liability for the infringement of legislation in the sphere of radioactive waste management. Section XII regards international cooperation in the sphere of radioactive waste management. The basic principles of state policy in the field of radioactive waste management shall be: (a) the priority of protecting the life and health of the personnel, the population and the environment from the effects of radioactive waste according to state radiation safety standards; (b) delineation of the functions of state control and management in the field of radioactive waste management; (c) implementation of state policy in the field of treatment of radioactive waste through development and implementation of long-term national target ecological program for radioactive waste management; (d) ensuring a minimum level of formation of radioactive waste that can be achieved in practice; (e) prevention of uncontrolled accumulation of radioactive waste by providing state supervision over the treatment of radioactive waste; (f) decision-making related to the placement of new storage facilities for radioactive waste with the participation of citizens, their associations, as well as local authorities. state executive and local self-government bodies; (g) guarantee of reliable isolation of radioactive waste from the environment by ensuring safety of radioactive waste storage facilities; (h) storage of radioactive waste from waste producers for limited period of time with subsequent transfer to specialized enterprises on the management of radioactive waste; (i) liability of producers of radioactive waste for safety during the handling of radioactive waste before transferring it to specialized enterprises in radioactive waste management; (j) prohibition of performance of work related to the burial of radioactive waste to legal entities and natural persons generating radioactive waste, suppliers of radioactive substances and managers of nuclear installations; (k) international cooperation in the sphere of radioactive waste management; and (l) active R & D in the field radioactive waste management.
