This Law enters into force on the day following its publication.
Résumé

This Law defines the peculiarities of the regulation of relations on the natural gas market and in the field of heat supply during the period of martial law and the subsequent restoration of their functioning. During the period of martial law in Ukraine and six months after the month in which martial law is suspended or canceled, it is prohibited to increase tariffs for all categories of consumers for: distribution services natural gas; thermal energy (its production, transportation and supply) and services for the supply of thermal energy and the supply of hot water. During the period of martial law in Ukraine and six months after the month in which martial law will be suspended or canceled, the price of natural gas for domestic consumers, as well as for associations of co-owners of apartment buildings, housing and construction cooperatives, other person authorized by co-owners in accordance with the law who, through self-sufficiency, maintain the autonomous heat supply systems of an apartment building belonging to the co-owners under the right of joint co-ownership in the apartment building, in their interests conclude a contract for the supply of natural gas for the operation of gas boilers (rooftop, attached and/or those located on the outbuilding territory) to meet the needs of co-owners of an apartment building (except for non-residential premises), heat energy producers - if they use natural gas to produce heat energy for the population and concluded a contract with a natural gas market entity is not subject to an increase from the price applied in the relationship between the suppliers and the relevant consumers as of February 24, 2022. Funds paid by consumers to the accounts of business entities that produce and/or transport and/or supply thermal energy, provide thermal energy and hot water supply services, operators of gas distribution systems, natural gas suppliers as repayment of debts for natural gas , thermal energy and related services consumed in the period subject to settlement in accordance with this Law, which are compensated for losses caused by a decrease in the level of calculations for the corresponding period, are subject to transfer to the state budget in accordance with the procedure approved by the Cabinet of Ministers of Ukraine. State-owned coal-mining enterprises are reimbursed monthly for the costs of repaying salary arrears and payment of current wages to employees, as well as costs and/or losses incurred as a result of hostilities and to prevent humanitarian crisis situations, which include the costs of repairing damaged infrastructure.
