Résumé This Law, consisting of 20 articles divided into two Chapters, establishes the Environmental Adequacy Programme for Property and Rural Activity (TO-LEGAL). This Programme aims at promoting the regularization of rural properties by their insertion into the Rural Environmental Registration System (CAR) and the Environmental Licensing (LAU). The rural owner or agricultural land holder who spontaneously requires the Rural Environmental Registry and the Environmental Licensing is immune from the notices provided for in State Law No. 261/91 and Law No. 771/95 as well as Federal Law No. 9605/98. The Rural Environmental Registry (CAR) regulates the registration of rural properties in the Control System and Environmental Monitoring of NATURATINS with the purpose of evaluating land uses. The CAR aims to inform on the following land aspects: a) quantify assets and liabilities of the property related to the obligation to maintain permanent preservation areas and legal reserve; b) identify activities developed in the rural property. The Environmental Licensing (LAU) establishes the administrative procedure for the environmental regularization of the rural property, aiming at: location, installation and operation of activities and undertakings of low impact to the environment; the environmental regularization of the rural properties/activities of the agricultural activities, regardless the size, whose areas have already been converted to alternative land use up to the date of this law.
