Résumé

This Law defines the legal, economic and organizational foundations of strategic planning and government forecasting and is aimed at improving the process of development, approval and implementation of strategic planning documents. Strategic planning shall be intended planning the main activities of all industries in order to identify and implement priority development goals, develop methods and means to achieve strategic goals and evaluate achieved results. State forecasts shall be intended forecasting relevant indicators about the possible future of the socio-economic, scientific-technical, environmental conditions, foreign economic and law enforcement activities, national defense and indicators reflecting the parameters of the current state based on a scientific and practical hypothesis for short, medium and long-term periods. State forecasting shall be intended the activities of executive bodies of state power, self-government bodies of towns and villages and economic entities to develop and improve forecasts for the purpose of decision-making in the development of plans and programs at all levels. The national development strategy should include the following: (a) a brief overview of the strategic document; (b) analysis of the current situation, containing qualitative and quantitative research results, beneficiaries (target groups of the strategy), analysis of the relevant legislative framework; (c) main problems; (d) mission, goals and objectives of the strategic document; (e) target indicators (instant results, final results); (f) financial calculations for the implementation of the strategic document; (g) main directions and mechanisms for implementing the strategic document; (h) assessment of risks (political, economic, financial, social and environmental) that may affect the implementation of the strategy; and (i) reporting, monitoring and evaluation of the strategic document. State forecasts are developed for socio-economic, scientific and technical, environmental, foreign economic and law enforcement activities, national defense for the next year and its parameters for the next 2 years. The concept is approved by the Government of the Republic of Tajikistan for a period of at least 20 years and, if necessary, is adjusted once every 5 years. Based on the concept, a strategy is determined. This Law contains VII Chapters divided into 25 Articles. Chapter I lays down general provisions. Chapter II establishes competence and powers of government bodies in the field of strategic planning. Chapter III lists documents of strategic planning and establishes powers of government bodies in the field of strategic planning. Chapter IV defines the process of developing strategic planning documents and concepts. Chapter V regards monitoring and evaluation of strategic planning documentation. Chapter VI regards state forecasting. Chapter VII lays down final provisions.
