Résumé

The objective of this Law which includes 120 articles, 1 supplementary article and 2 provisional articles in 2 sections is to define tobacco farming. The locations where tobacco farming can be accomplished are shown in the Law. Exporting and importing tobacco seeds and seedlings without joint consent of the Ministry of Customs and the Ministry of Agriculture is prohibited. Tobacco species to be sowed will be determined by above-mentioned ministries. Trading procedure is defined in the Law. The "Interministerial Tobacco Council" are established to formulate and implement national tobacco policy. A Tobacco Experts School is established to educate and train tobacco experts. The management procedures and educational principles of this school will be shown in a special regulation that will be prepared by the Ministry of Education. Retail prices of tobacco products will be determined by the State Monopoly Organization. Those who wish to engage in tobacco leaf trading should be registered and obtain a corresponding certificate. Processing tobacco leaves can only be made in accordance to the standards that are specified by the Institute of Turkish Standards. The Law has penal provisions for any possible violation of the Law.
