This Law enters into force one year after the date of its official publication.
Résumé

The scope of this Law is to establish a legal basis for a strategic environmental assessment to ensure a high level of environmental protection, to prevent or reduce adverse environmental impact, including health-related consequences of certain plans and programs. The subject of strategic environmental assessment are the draft plans and programs developed at the national and local levels that can have a significant impact on the environment of the Republic of Moldova or neighboring countries. Strategic environmental assessment is conducted with respect to plans and programs that are developed for agriculture, forestry, fisheries, energy, industry, transport, waste management, management of water resources, electronic communications, tourism, land use, planning of urban and rural areas (documentation on urban development and development of the territory, including plans and programs for development of the territory at the national, regional and district levels and general town planning plans). The initiator of strategic environmental assessment, by agreement with the competent authority, ensures public information and public participation in strategic environmental assessment of plan or program. This Law consists of VI Sections. Section I lays down general provisions. Section II lists stages of strategic environmental assessment. Section III regards transboundary consultations. Section IV regards validation of plans or programs. Section V establishes liability and dispute settlement. Section VI lays down final and transitional provisions.
