This Law enters into force on the date of its publication.
Résumé

This Law is composed of 43 articles divided in six Chapters. It regulates the Water Resources System of Rio Grande do Sul State. The Law rules on the State Policy of Water Resources, providing overall and specific objectives. Water is considered as a limited resource belonging to public domain and having economic value. Water resources shall be considered as a whole integrated cycle and shall be managed through hydrographical basin units. Water resources policy aims at promoting the harmonization between all water uses given its limited quantity. The Law rules the Water Resources System and defines all relevant management and control bodies. Moreover, it defines planning and management instruments. Finally it provides sanctions and penalties for non compliance. The State Policy on Water Resources aims to promote harmonization between the multiple and competitive uses of water resources and their limited and random temporal and spatial availability, in order to: I - ensure the supply of the human population as a priority and allow the continuity and development of economic activities; II - combat the adverse effects of floods and droughts, and soil erosion; III - prevent degradation and promote the improvement of quality and increase the capacity of water bodies, surface and underground, so that human activities are carried out in a context of socio-economic development that ensures the availability of resources current users and future generations, in quantitative and qualitative standards.
