Résumé This Law is composed of 4 Chapters divided into 25 articles. Chapter I deals with definitions and terms and defines the steps for the concession and exploitation of State lands. Chapter II provides for the definition of private State lands, concession rights, exploitation rights, ownership transfer and land leasing. Chapter III contains offences and penalties. Chapter IV gives general provisions necessary for the issuance of resolutions and regulations for the implementation of this Law. Article 3 lists among the public State lands the following (i) the seashore up to the furthest distance that the waves reach from the precinct of the beach; (ii) lakes, ponds, and salt marshes connected to the sea; (iii)the lands that are exposed to sea water, lakes, ponds, swamps, water channels and streams that were not previously owned by anyone; (iv) roads, streets, corridors and public squares; (v) raw seaports, harbors, berths, docks, marine docks, bays, navigation channels, and sea dams; (vi) water channels and their banks, underground water courses that appear on the lands, and water tanks intended for public distribution.
