Résumé Ths Law, comprising 16 articles, aims to promote a safe and pollution-free environment in the face of urban and population growth. It stipulates procedures related to collecting, transporting, preserving, sorting, and storing waste, as well as procedures related to the violations of the provisions. In particular, in establishes thta (i) disposal or abandonment of waste specified in this Law and its Executive Regulations is strictly forbidden, except in designated areas authorized by the competent authority; (ii) sorting and treating waste are prohibited except in designated and licensed sites, in accordance with the conditions stipulated by the Executive Regulations of this Law. Furthermore, it is banned by article 3 (i) spitting or spit out any chewed substance, or throwing or leaving trash, cigarettes, or waste, and relieving oneself in a place other than that designated for that purpose; (ii) washing vehicles or others, or any similar work that leads to water flowing into the streets. Home occupants, owners of offices, establishments, commercial and industrial shops, and others must keep their waste in special containers that have a tight lid (art.4).
