Résumé This Law establishes that Law on public-private partnership shall not be applicable retroactively. The conditions of the concession agreement and other ancillary agreements concluded under the Law on Concession before the Law on Public-Private Partnership comes into force remain valid. If the concession agreement was concluded before the adoption of this law, but the subsidiary agreement was not signed, then it is considered that it was confirmed during the validity period of the Law on Concession, and the subsidiary agreement is considered to have been concluded before the adoption of this law. Before this law enters into force, the concession agreements concluded under the Law on Concessions shall be evaluated in cooperation with the state and private partnership and the central state administrative organization in charge of the issue, and the concession agreements to be continued, amended, terminated, or canceled by the Government shall be decided in accordance with relevant laws and regulations.
