The Commissioner shall, in each district, make a valuation of the unimproved and improved value of every parcel of land. The Minister may however, by Order, direct that it shall not be necessary to determine the value of improved or unimproved Crown land or other unimproved land as prescribed in the Order. “Improved land” means land on which improvements as defined in this Act have been effected.
