For the purposes of this Act, ‘land consolidation’ means an activity aimed at creating opportunities for the more practical use and management of immovables or parts thereof by taking land consolidation steps. Land consolidation steps are reallocation of an immovable or a part thereof; exchange of parts of immovables; change of the boundary of immovables; division of an immovable; joining of immovables; establishment of the boundary of immovables; and ascertainment of restrictions on immovable property ownership. Land consolidation is based on the following: land consolidation requirements; the planning solution, provided that a plan has been established; the rights of the owners of immovables; and the public interests. Land consolidation in the territory of a city or rural municipality is within the competence of the local authority.
