The Authority shall be a body corporate and shall be governed by a Commission. The primary mandate of the Authority is to develop policies on a continuous basis, undertake actions and implement programs for land governance. The Authority shall, among other things, hold and manage all public and unallocated lands in Liberia, make a land inventory, sell or otherwise alienate public land, allocate land for conservation purposes (protected areas), promote development of land use plans, adjudicate land disputes, regulate land mapping and survey, and administer land registration systems. There shall also be a National Consultative Forum to discuss affairs of the Authority. The Authority shall have departments, each governed by a Commissioner.
