Excluded from this Act are lands, properties, and property rights in urban areas that have been zoned for activities other than agriculture by zoning regulations. Land which, at the time of entry into force of this Act, is used or usable for agriculture, including grazing lands, public lands, wastelands, parcels of land and plots of land, may not be used for other uses, unless authorized by law.
