Résumé

This Act establishes the Lagos State Environmental Protection Agency as a a body corporate, defines its functions and powers and provides with respect to its administration. The Agency shall, among other things: Advise the State Government on all environmental management policies; Prepare periodic master plan to enhance capacity building of the Agency and for the environment and natural resources management; Survey and monitor surface, underground and potable water, air, land and soil environments in the State to determine pollution levels in them and collect baseline data; Monitor and control all forms of environmental degradation from agricultural, industrial and government operations. The Agency shall have regulatory powers as defined by this Act. There is established also an Advisory Committee on the Environment. The Committee shall principally identify and monitor environmental pollution control issues and make recommendations to the Agency. The Act provides for the payment of an annual environmental development charge by manufacturers. The Agency shall establish and maintain a fund. The Act furthermore provides for the registration of environmental management consultants, the control of certain pollution, the treatment of waste, inspection and supervision, enforcement and offences.
