Résumé

This Act provides for control on the slaughter and dressing of livestock for human consumption in Kitui County. There is established in the county different categories of abattoirs and slaughterhouses (depending on size) which may either belong to the County Government of Kitui or private entrepreneurs. For each category hygienic and operational standards are specified. The Kitui County Public Service Board shall appoint a county director of veterinary services, who shall provide recommendations to the Board for the appointment of meat inspectors or veterinarians. Abattoirs shall be approved by a licensing officer after specified conditions are met. A person shall be required to obtain a permit under this Act to deal with any animal by-products from slaughterhouses. The Act furthermore: provides for veterinary control; defined the duties of the director and meat inspectors, provides for the registration and licensing of export processing establishments, specifies further requirements for abattoirs with respect to outfit, water supply, cold storage, transport, personal hygiene etc., requires owner or the agent of in charge of an approved abattoir to keep on a register of animals presented for slaughter and grants general regulation-making powers to the County Executive Member responsible for Agriculture.
