Procedures of sale shall be handled by the Registrar of Titles. When any land ordered to be sold by the High Court remains unsold for one year, then the holder of any lien against the land or any person entitled to any estate, right or interest in such land or the holder of a specified registered debt certificate may apply to the Registrar requiring the sale of the land at public auction.
