Résumé

This Joint Order establishes that control points shall be set in the Exclusive Economic Zone of the Russian Federation with a view of carrying out state control in the sphere of conservation of marine biological resources in relation to the Russian and foreign fishing vessels carrying out fisheries and/or marine resource research in the EEZ and on continental shelf of the Russian Federation. Control point shall be marine areas within the range of 2 to 3 marine miles and shall be obligatory for passage by fishing vessels in the following cases: (a) each entry to the EEZ of the Russian Federation for fisheries and research; and (b) fisheries in the EEZ and on continental shelf of the Russian Federation in case of the passage from fishing areas of Western-Bering and Eastern-Kamtchatka to the fishing area of the Okhotsk sea and vice versa. Annex 1 contains the list of control points and positions thereof. Control points shall not be obligatory for passage by fishing vessels in the following cases: (a) by Russian fishing vessels heading for Russian seaports to deliver aquatic biological resources, fish and other aquatic biological products to the customs territory of the Russian Federation; (b) Russian vessels in cases of industrial or coastal fisheries in areas from which the legislation of the Russian Federation establishes the mandatory delivery of catches of aquatic biological resources to the customs territory of the Russian Federation; and (c) by vessels in case of crossing the line of external border of an exclusive economic zone of the Russian Federation on route from the Russian seaports to seaports of the foreign states after customs registration of vessels, catches of water biological resources, fish and other production.
