Résumé

The Government of Moscow and the Committee on Land Resources and Land Survey note that under the conditions of ongoing economic transformation in the city of Moscow increases the importance of keeping state land cadastre. In Moscow have been set up the bases of land cadastre that allow to systemize and keep the cadastre of city territories, land valuation and registration of the rights of land ownership aimed at the protection of the rights of land tenants, supplying Moscow Government and its divisions, as well as other departments with the reliable information regarding the stock of land for the purpose of carrying out land policy and functioning of the city economy. The analysis of the state of land tenancy in Moscow has permitted to expose low share of the paid land tenure that makes up fewer than 20% of the total urban territory, of which 25% is covered by rent, while 75% is covered by land tax. Taking into consideration that the basis of the programmed stable and complete land tax revenue to the city budget, carrying out efficient land policy, control over the use and the protection of land and environment is state land cadastre, Moscow Government and the Committee on Land Resource and Land Survey decree that the priority direction of Moscow Department on Land Survey and Land Resources and its territorial branches as regards the regulation of land tenancy is setting up and keeping state land cadastre, monitoring and control over the use and the protection of land.
