Résumé This Instruction, based on the provisions of the Law on rescue and protection in emergency situations of the Republika Srpska, determines the special obligations of the operational-communication officer of the center of the local self-government unit, which introduced the short number 121. In addition to the tasks prescribed by the above mentioned Law on rescue and protection in emergency situations and Regulation on the organization and functioning of the monitoring and notification system and alerting ("Official Gazette of the Republic of Srpska", 63/2013), the unit of local self-government is obliged to: immediately inform the competent regional office about the introduction of the short number 121 (operational and communication center of civil protection 121); appropriately inform citizens in their area about the introduction of such special short number 121, among relevant methods and conditions for calling the same; ensure the operation of the operational-communication center 121 in the 7/24 mode; provide a sufficient number of operatives for the prescribed work regime; set requests for assistance, and other information of importance for protection and rescues that require immediate action, when people life and health are at risk, including risks to property, infrastructure and environment, immediately or maximum 30 minutes from the receipt of the request, i.e. the information, through its operational communication; set requests for assistance, and other information of importance for protection and rescues that do not require immediate action or fall within the scope of regular work of competent authorities and services of the local self-government unit.
