Résumé

This Industry for Liberia’s Future is a nationwide sectoral document aiming at providing a focused and clear set of priority action for Government in order to accelerate the development of a competitive industrial sector in Liberia to seek of achieving the goal of becoming a middle-income country by 2030. To achieve the overall goal, the Government has two sets of objectives (i) short-term objectives (2-3 years); and (ii) medium to long term objectives (5 years plus). As for the short-term objectives they are (i) promote investment in industry and exports in traditional and new sectors by rebuilding infrastructure, reforming institutions and regulations, reducing unnecessary business costs, streamlining administrative procedures and facilitating trade; (ii) increase number of micro, small and medium industrial enterprises; and (iii) increase the development of local goods and services. As for the long-term objectives they are (i) greater participation of women, disabled and other marginalized groups in the industrial sector; (ii) establish vibrant domestic manufacturing sector which uses local raw materials for both export and domestic market; (iii) establish dedicated industrial production and processing areas; and (iv) establish a National Industrial Development and Financing Organization (NIDFO). To achieve the aforementioned objectives, the following actions must be taken (i) infrastructure development; (ii) investment in human capital; (iii) fiscal incentives; (iv) industrial zones such as export processing zones, industrial estates and special economic zones; (v) protection of domestic industries; and (vi) re-organization of the Ministry of Commerce and Industry improving research, diagnostic and analytical capabilities and establishing information systems to allow industry information to be accessed by both public and private sector.
