Section 1301 defines the terms "poison", "chemicals" and "substances". "No person shall knowingly catch any fish or other marine life by means of explosives, poisons, chemicals or other substances which kill fish or marine life". No person shall knowingly posses or sell fish or other marine life caught by such means. No person shall knowingly place or cause to be placed explosives, poison, chemicals or other substances in any waters of the Republic with the intent to kill fish or other marine life (sect. 1302). Notable exception to the above rule is the use of local roots, nuts or plants which have the effect of stupefying but not killing fish or other marine life. (sect. 1304).
