Résumé

The Law provides for transitioning heat production and supply to renewable energy sources, unavoidable waste heat, or a combination thereof. The primary objective is to contribute to a cost, efficient, sustainable, and greenhouse gas, neutral heat supply by 2045. The law sets a target for 50% of heat in district heating networks to come from renewable energy or waste heat by 2030. It also emphasizes the expansion of district heating networks and the connection of more buildings to these networks. Additionally, the law outlines the involvement of various stakeholders, including producers of renewable energy, gas, and heat, as well as large heat and gas consumers, in the planning process. The law also requires the development of a heat plan, which should include textual, graphical, and cartographic representations of the results of heat planning. It further specifies the involvement of the federal defense ministry and allied military authorities, as well as the evaluation of the availability of green hydrogen and the periodic review of the heat planning process. Furthermore, the law mandates the presentation of an implementation strategy, detailing the steps, timing, costs, responsible parties, and expected positive impacts of the measures to achieve the goals of the law.
