Résumé

The Health Sector Development Plan (HSDP) is a strategic instrument adopted by the Ministry of Health, whose goal is to accelerate movement towards Universal Health Coverage with essential health and related services needed for promotion of a healthy and productive life. The following specific objectives are defined: 1) To contribute to the production of a healthy human capital for wealth creation; 2) To address the key determinants of health; 3) To increase financial risk protection of households; 4) To enhance health sector competitiveness in the region and globally. These objectives define the health sector focus, for it to contribute to the National Development Agenda. To achieve these, the health sector development priorities are defined around strengthening the national health system including governance; disease prevention, mitigation and control; health education and promotion, curative services; rehabilitation services; palliative services; and health infrastructure development. To address the key determinants of health, the Plan outlines strategic interventions to be undertaken. They include the implementation of programme areas on safe water, environmental health and sanitation, food and nutrition services, veterinary services and environmental pollution control.
