It provides for: a necessary municipal license; location and details for interior decor, equipment and materials used during the processing phases. It also gives regulations for workers, such as health card, annual medical examination, uniforms, caps and boots and personal cleanliness. The factory shall be divided in three divisions: (i) halwa processing hall; (ii) display and sale place; and (iii) raw materials and packages store. For each division are given specifications.
