Flesh or offal of any domestic bovine, ovine, caprine, porcine or equine animal shall not be kept or offered for sale if the meat was not obtained from an abattoir (a slaughter-house approved by the Council), inspected by a State grader and passed as being sound, free from disease and fit for human consumption, and graded and marked. No person shall slaughter any livestock in the council area, other than at an abattoir.
