The states are encouraged to give due cognizance effect to these guidelines while framing a legislation on inland fisheries and aquaculture. The Guidelines recommend, for inland fishing, the inclusion of resources to be covered i.e. from rivers to lakes, wetlands to reservoirs etc.; regulation on craft and gear; untenable fishing practices; conservation of stocks and resources; and leasing and licensing of open waters. For Aquaculture, the Guidelines recommend that the states consider aquaculture at par with agriculture and all incentives, tax benefits, concessional tariff, etc. should be extended to aquaculture related activities. Further, the Guidelines suggest inclusion of fish seed certification and inter-State movement of fish seed; feed quality control and certification; and health monitoring and disease reporting/control. It also discusses cold water fisheries, environment impact assessments, restrictions on breeding exotic species and strongly recommends implementation of FAO’s Code of Conduct for Responsible Fisheries.
