The Authority shall, inter alia, produce, treat, transmit, store, distribute and sell water, and collect, treat and dispose of wastewater (sect. 4). The Authority shall have a Board and a General Manager. Article 3 concerns a response to so-called El Nino” events of alternatively wet and dry periods and in particular a plan for the water supply and conservation system of Guam to react to prolonged shortage of water. The governor shall develop a long-term water resources management plan for these purposes. Provision is also made for the adoption of Drought Condition Standards and Low Groundwater Level Conditions and Severity Alert Phases, adoption of Rules and Regulations for improved water supply and conservation by the Guam Waterworks Authority and coordination by the Guam Environmental Protection Agency of groundwater monitoring. Article 4 concerns the outsourcing of waterworks by the Guam Waterworks Authority and related contracting and the establishment of a Water System Integration Working Group.
