Section 2 contains a long list of definitions. Section 4 grants regulation making powers to the Board of Directors of the Guam Environmental Protection Agency for maters listed in that section. Any person may apply to the Administrator of the Guam Environmental Protection Agency for an experimental use permit for a pesticide under section 5. If the Administrator determines that the use of a pesticide may reasonably be expected to result in any residue on or in food or feed, he or she may establish a temporary tolerance level for the residue of the pesticide before issuing the experimental use permit. Any pesticide which is imported from any foreign country or non-U.S. manufacturer to this Territory, from countries other than the United States offered for sale, held for sale or distributed in this Territory shall be registered with the Agency under section 6. A person who sells or distributes restricted pesticides shall obtain an annual license from the Agency under section 7. Section 10 prescribes labelling requirements for containers. Section prohibits certain acts regarding pesticides. Other provisions of this Act concern mainly inspection, enforcement measures and regulation making powers of the Agency.
